Basically 4% more HP for elemental and a bit more than 5% for physical. The 5% reduced dmg taken from blinded/bleeding enemies is better, unless you have 80% resists. That's only if you can reliably have enemies either blinded/bleeding.

My personal strategy for Blighted maps has been to focus all my tower building close to the pump. The strongest full upgrades always in proximity to the pump. Sentry, glacial cage towers mostly.
