I'm also pretty sure you have to change it in the prefs ini to make the change permanent across game sessions. The console command is only really good for testing out which FOV looks best on your display. Obviously neither of these options work on consoles though, so I think you're going to have to go with a mod OP.The players never experience the maps in full and the mood does not come through because they simply never see them in full because of the low FOV.
